1) Why does Verizon encapsulate and deliver e-mail advertisements? 

2) Why are advertisers able to block us and we cannot block them?

Unless they have confirmed SPAM, they pretty much assume that you may want it. 

Both AOL and Verizon do have spam detectors and you can also write some rules to reduce mail you don't want.
