Change Verizon.NET email from POP to SMTP - Possible?

Is it possible to change my verizon.net email address from POP to SMTP?   Would like it if I check email on my phone and delete messages for that to sync up with my computer so when I look on my computer I don't see the same email 2 -3 times on various devices.

POP and SMTP are opposite sides of the same coin.  POP refers to receiving from a server:

http://en.wikipedia.org/wiki/Post_Office_Protocol
SMTP refers to sending using a server:
http://en.wikipedia.org/wiki/Simple_Mail_Transfer_Protocol
What exactly are you trying to accomplish?
