Mail Server Connection Time Out when Emailing Son

For the past couple weeks I have not been able to contact my son. Receive NDR as below:

Status: 4.0.0

Contacted FIOS support and they directed me here to post my issue.

RELAY.VERIZON.NET.  IS that something some Business Customers use when running there own email servers?

It certainly is not what retail customers use.
