If you have Windows 8.1 and are you using Internet Explorer, that is the problem. Try a different browser. I use Firefox and mail works fine. IE (since 8.1) has the problem you describe.
You can also try Jose's suggestion in the following thread. It seems to fix the problem.

Good question. I got them together so I'm unable to tell which is the culprit. Maybe a WIN7 user can check it and provide some input.
Gentlemen yes this is an IE 11 issue (missing folders in webmail). I am running IE 11 under Win 7 SP1 (you need sp1 to run the latest IE) and I needed to enable compatibility mode to get my folders to display. Maybe a Sticky should be created. I will give it go and send it to one of the excellent moderators.
