I was a FIOS customer until I moved in 2015 and paid $19.95 per year for two more years to continue my @verizon.net email account. In early 2017, Verizon discontinued this service for all customers; see https://www.verizon.com/support/residential/email. That was fine with me since by that time I had switched everything to Gmail , so I just let it drop. But my credit card still got charged $19.95 again this year (January 18 2018) -- though I have no statement of it in my old MyVerizon account. I have stopped the payment via my credit card company but how do I make sure that my credit card won't be charged again in 2019?

Once you stopped the payment, Verizon will not attempt another hit next year.
however check your credit report since often times returned or disputed payments (chargebacks) May be reported as negative.
