The new setting you required for MS Outlook 2007 outgoing server socket layer of 995 is faulty. Works only part of the time like 40% or less. I have changed it back to the default of 110 and left the 465 and SSL and it works fine now.
Midday 1/5 to about midmorning 1/6 they had lots of problems with the email servers handling SSL. They seem to be working again
