My wife uses a Verizon email subaccount which I come to find out is limited to 250 MB in storage space. What is required to increase this storage space?

Not going to happen, but you should consider using a separate mail client (there are even many good free versions). Then she can download and store an unlimited amount of material without depending on the whims of webmail.
Unfortunately she uses a MS Surface as her main device which does not have a POP3 email client and the workaround using an outlook.com account seems overly complicated and clumsy.
As long as you have a web browser the free version of Zoho would be a good alternative http://free-email-services-review.toptenreviews.com/zoho-review.html It gives 5 GB storage for email, a free zoho address, quick page loads and is easily setup to get your VZ mail. The only issue I ran into was having to enter my contacts manually but that may have changed since I set it up 2 + years ago.
