TCP active open: Failed connect

I got the following error message on one email:

TCP active open: Failed connect () to TCP port 25 of 174.137.132.100  Error: Connecton refused

What does this mean?  I have no problems with anyother message/

Possibly a bad MX record in the DNS for some person you were sending mail to.  I show that ip address as beloing to www1dm.webair.com.  Its likely nothing to do with Verizon, but with that persons email provider.

Note many companies, including Verizon typically don't allow port 25 to be used anymore.
