Beginning last night I have been unable to send email through either of my two email programs, Thunderbird and PopPeeper. My error console recorded this error:

I am running Windows 8.1 and until last night have not experienced any problems. No settings were changed.

Not sure what causes it but RFC5476 is about renegotiation the TLS security. Originally there was exposure for renegotiation and this was meant to supply a secure way to renegotiate security. I would guess that Verizon doesn't support any renegotiation, a option that some choice when this problem first was recognized.
