First, there has been a major problem with mail the last few days. Send and receive is suppose to be working now, but maybe not. So you might want to give it another day or so.
The following link provides instructions for setting up Windows Live Mail. They do work.

Check your settings against the announcement. Be sure to read the TIPS paragraph. If you still have problems, post back and provide screen shots of your settings. Blank out your user info. That will make it much easier for users of Live mail to identify the problem.
