Windows Live Mail 2009 doesn't have those settings? I would really be surprised if it doesn't, Outlook Express does as does Windows Mail, and WLM is a followon to both of those.
I have WLM 2011, settings are there just fine. Here is a link to a thread I created documenting the settings in WLM 2011, maybe this will help:
If WLM 2009 really doesn't have the SSL settings, upgrade to 2011 I guess, or change to another email client.
