how do I discontinue phone service

My sister-in-law has passed away and she has verizon phone. I can not find anyway to cancel the service. Every number I call only tells me what she owes, and If I pay it they will turn back on the phone.  I do not want the phone back on.

Note whoever is handling her estate will also probably have to deal with any outstanding bills.  That person will have to call 1-800-verizon.
