My iPAD receives only 1 or 2 emails from a subaccount in my verizon email. Furthermore, it receives these emails only if they are sent while the ipad is on. In all cases my PC's Outlook is off.
The ipad settings are those indicated by verizon. I use FIOS. Any ideas ? Thanks

Try restoring your iPad with iTunes (after checking for upgrades) and all should work fine - regarding your PC's Outlook
check FiOS Wemail - if you have mail there, then you might have the wrong incoming and outgoing servers in the Outlook fields.

Does not work. I suspect it has something to do with the verizon sub account ....is this possible ?
