Trying unsuccessfully to download OS 9.0 for my Apple watch Series 5 on my new IPhone 14 pro

Can't sync new iPhone 14 Pro to Apple watch Series 5. Verizon said I have to download OS9.0 (currently running OS 8.7)and update the watch but it keeps pausing and stopping once barely started. Help..!
