Yes, If you used Backup assistant to back up your contacts prior to the phone being lost, then they are saved and can be restored to a different phone once it is activated. Once you install or activate Backup assistant on the new device, it should recognize it as a new device, and ask if you want to restore your contacts (this is assuming you have them backed up).
If you did not use backup assistant on the lost device, then you can't retrieve them from there.
