Can't block calls or messages from telematketers

I am being terrorized by a telemarketer, since I switched to the Nokia 822 with windows 8 from a droid I can no longer block the calls or messages effectively.  Anybody have a solution

First put you number on the national do not call registry, https://www.donotcall.gov/

Then go to the Block Calls and Messages on VZW, https://nbillpay.verizonwireless.com/vzw/secure/messageIntercept/messageInterceptHome.action
