I can't get my prepaid phone to active in Alaska

I have just received my Verizon prepaid Samsung Gusto 3 phone and it won't activate. I am in a rather remote part of Alaska and there are other folks here who have Verizon prepaid phones and they work just fine. I can't log into MyVerizon to ask for help because I don't have an account, I can't get an account because I don't have a phone number and I can't get a phone number because my phone won't activate. Every time I try to activate it, it says "Sorry, we cannot process your request at this time. 44" and then hangs up. I've checked the updated Verizon coverage for this area (near Glennallen, AK. Zip 99588) and Alaska in general and it should work fine, and as I mentioned before, my coworkers all use Verizon prepaid phones and they work fine. I really just want to be able to use it for texting and that's about it. Can someone help me with this issue?

We definitely want to make sure your services are working and get you connected to the network. Where or how was this device purchased? Alaska subscribers would have specific area codes, so are you aware if this was purchased with a separate service address listed? Alaska under Verizon's network is 4G ONLY. Your device will not work on VZW's network in alaska
