Just recieved an E-mail from Verizon stating my loyalty has "paid off" by offering to upgrade me to a smart phone. Of course there is a $30 upgrade fee and an additional $30 a month tacked on to my bill for the data plan. Really? Seems that price applies to all customers, not just "loyal customers". No thanks - might be time to take my business elsewhere.

Or you could always not upgrade and keep everything just as it is, thus not incurring $30 upgrade fees and not incurring an increase of $30 for a data plan. But it's ultimately your decision whether or not it's time to take you business elsewhere.
My guess is Verizon was just reminding you that you could upgrade to a smartphone at a subsidized price.

Like where? At&t and Sprint will charge you to upgrade when the time comes AND they have higher upgrade fees. T-Mobile doesn't have an upgrade fee of course they don't offer discount upgrades either. You pay full price for a phone. Also you're going to have to get a data plan with any carrier. Also At&T makes new customers use their share plans which are priced pretty much in line with Verizon. So if you hate Verizon's Share Everything pans don't go with At&t.
There is no loyalty when it comes to things like this. You've received a service in exchange for your payments. It's just a reminder that you can upgrade if you want to.
