can a basic phone access a wi-fi hotspot without data charges?

I have the LG Octane, NO data on my plan (voice minutes & test messages only). The phone has browser capability. Can I access a wi-fi hotspot (ie: Optimum hotspots) WITHOUT paying for data usage? If anyone knows & can tell me how to set it up, I would appreciate it. Also, does accessing email require data usage?

Thanks for reaching out to us regarding your wifi capabilities on your device. Your LG Octane does not have the capability to access data usage via a wifi connection. The only way to use data services on your device is through our Verizon Wireless network. Accessing your email will require data usage. Please let us know if you have any further questons.

Unlikely. The phone would need to have a WiFi radio and I believe your phone has one.
