It sounds to me like your sister-in-law has a plan and her line was not eligible for an upgrade. So she added another line to her account, and got the iPhone she wanted, but now has an additional line that she wants you use. Depending on the line she uses and gives to you, it could be up to 2 years before the line could be eligible for a phone upgrade.
My advice? If you want to do it, tell your sister-in-law that you will do it, provided that she buys you the phone you want to use on the line.
