iphone 12 do not ring all the time with incoming calls.

I have an I phone 12 I had it for about 9 months and for the past 3 months it do not always ring when I have an in coming call. was sent a replacement phone, changes sim card and it still do not ring when I get incoming call. I have call apple many times and verizon. was told I need to pay 31 dollars for them to send me another phone. why should I send more money when I am still paying 800 for a device that is not work as it should. can somebody make that make sense to me?
