how to fix com.android.phone stops when I text to a 6-digit short code

My phone is a Verizon Samsung Galaxy 6, running Android 7.0, kernel 3.10.61. When I try to send text to a 6-digit short code, the process com.android.phone stops. I have cleared data on the phone apps, then restarted the phone, but no help.

What is the cure?
