Why wont my s8+ save the screen timeout time?

I cant change my screen timeout setting, I select 1, 2 or 5 minutes and it will not work, I already spent 30 min with tech coach and they were not able to help me all they suggested was that I would have to do a factory reset, which I did and still not changing the timeout time
