Am I able to activate a phone on one account that is new and being paid for on a separate account? (iPhone)

You can certainly activate a phone that was purchased on another account. However, the warranty for the phone would be voided. The manufacturer;s warranty would still be valid when contacting or visiting manufacturer directly.
