Which devices are compatible with parental controls?

I cannot seem to find any relevant parental control topics that are fairly new (within a year).  Can someone help me decide on a good smartphone for a teenager that can be restricted with parental controls?  I would like my teenager to have a phone but not sure he is mature enough to be trusted with certain aspects of a smartphone.  So, I'm looking at controlling some of the internet access.
