Can I use Family Base to limit data usage without physical access to a device?

My daughter went off to college and used up all of our monthly data in less than a week. Can I use Family Base to limit her data usage even though I don't have physical access to her phone? I don't care about any other feature except limiting data usage. She is using an iPhone 6. Thanks.
