Updated Note 8 to Android Pie and now Hotspot won't detect desktop router

I updated the OS on my Samsung Note 8 to Android 9 Pie. Now my Note 8's Hotspot will not pick up my desktop's router when it did under Android 8 Oreo. I use the Hotspot to run my desktop network when I am at home. My Note 8 under Android 9 still picks up an older phone that I have.

I tried changing settings on my desktop but that didn't help. The hotspot is visible, my desktop setting is visible so it can be picked up.

How can I fix this issue?
