I installed Smart Family App on my son's phone and it's blocking apps that I haven't blocked (Snapchat and YouTube and YouTube). He thinks it's a VNP connection issue. I have no idea what that means.

We understand how important it is for your son to be able to use and enjoy his applications. While we don't troubleshoot VPNs, what happens when he attempts to access these applications when he is not connected to the VPN?
