Can a SIM CARD be used on the Samsung JV3 phone for conversion to CONSUMER CELLULAR?

I keep having billing issues that are not being resolved.

My monthly bill should be consistent and is it not----next month is scheduled to be over $4 more than this month----with no explanation.

Tired of hidden costs and am exploring changing to COMSUMER CELLUAR but am not knowledgeable about the SIM CARD.

The SIM card isn't transferable to another carrier. You need to get a new SIM card from Consumer Cellular.
