The phone at a discount prices will be $199.99, you do have the option to bill the balance of the phone to your account.

I'm curious why you think it would be a good idea to sign up for a $29.99/month data plan if you can't afford to pay $200 up front for a handset. If having a nice phone is very important to you, save up for it, but be sure to take the full cost of owning the device into account (the required unlimited data package for 24 months will run you almost $600).
Check out wirefly.com. I bought my Droid 2 and one for my wife for 39.99 each, and for new Verizon accounts they are free. I called Verizon because it seemed like a "too good to be true" scenario, but was told they are an authorized vendor. Received two brand new in the boxes phones. Very satisfied.
also verizon employess will not tell you this but certain places like mcds and macys can get you a discount with verizon. bring in your most recent paystub and just ask if they give a discount for the place you are employed. the discount varies according to how much you make and you also get a discount on accessories. mine is 20% discount off of plan a month and 25% discount whenever i buy accessories.
