Samsung Galaxy S10+ speaker button mutes sounds on calls

My S10+ will mute sounds during calls whenever I press the speaker button on the phone app. Call sounds are amplified normally through the speaker button for a while after a device restart, but soon are muted on subsequent calls. What is causing this?
