I believe ringdroid, in the market, lets you turn any mp3 into a ringtone. Also, if you search the market for ringtones, there are several apps where you can download free ringtones. Same goes for wallpaper.

im wanting the same background as the EVO

(the moving different colors going all sorts of ways on the screen)

There is the app called JustPictures! which has live wallpaper. I like the app called WorldTour. The app shows live web cam pictures of certain cities. The pictures are updated frequently. For ringtones I like RingDroid the best, but there is also Ringlerty- Free Rngtones! (by Ringlert, Inc)

I downloaded ringtones from Phonezoo, but when I attach the ringtone to a contact, it says "unknown ringtone". I downloaded RINGDROID, but the app aborts with an "error opening file". Any suggestions?
