When set up message plus, it asks me for a number. When I enter my other phoneI and scan the code, it sets up message plus for that phone number, not the device's number I am setting it up on. What is going on? How do I set it up for the new number?

You are doing it correctly. You can't setup Messages+ for the tablet's phone number. The tablet isn't designed to send and receive from its own number.
