How can you change the length of a voice mail

I am unable to change the length of time a voicemail can be left.
I have been getting spam callers which leave a 3 minute voicemail without saying anything.
They do this and quickly fill up my mailbox which prevents important clients from leaving me voicemails.

I want to limit the time for all voicemails to only 30 seconds so my mailbox won't fill as quickly.
