i have a droidx which i bougth from somebody but that person had reported the phone lost or stolen now i did a hard reseton the phone will that allow me to re-activate the phone or no? or what can i do in this case?

I'd get my money back. What the person did was insurance fraud. There is NO way what so ever that VZW or any other carrier will allow you to reactive that phone.
You bought yourself a fancy paper weight and the person selling it to you had to know this.
