When you ask network engineers and other experts about managing Internet traffic, many of them make the same point: Significant changes are needed in the way the Internet handles congestion, deals with security problems and ensures good quality for latency-sensitive applications.
Many of these experts also say that ISPs and broadband providers must have the flexibility to manage these issues.
