My mom recently told me one of her friends, that also has verizon, can text to mexico for free, sent and recieved. she doesnt have any sort of mexico texting plan for her phone. wondering if this is true?

I was near Cancun area (Riviera Maya) a few years ago and my cell worked fine. Not even roaming charges for calls to the states.

Per the International Text Messaging page on VZW.com, texting to/from Mexico numbers is charged at domestic rates.
So if you have a text package with a certain allowance, it will deduct from that allowance. Or if you have unlimited messaging then it is completely free and included in your existing plan. If you have NO text package then you pay .20 per message sent/received.
It's only while texting FROM Mexico that you'll be charged. So if you were roaming in Mexico you'd be charged .50 to send and .05 to receive a text message.
