Traveling to Mexico - Using GPS & Wifi WITHOUT Data service package?

I will be traveling to Mexico soon, and plan to take my phone to geocache and check a few emails while at the hotel. I don't want to purchase an international data plan, so my question is... can I use only the GPS and wifi, and not be charged for data usage?

 

Anyone have an English to Spanish translator app that I can use without internet connectivity?

Well, most GPS apps use data, however if you are pulling the data from wifi you should be okay.

 

As for a good translating app, I hear good things about Trippo Mondo.

I don't know if it works without data though.
