Skype Mobile (Afghanistan) to Skype Mobile (U.S..)

I am having a hard time understanding this Skype application.  Supposedly, if my spouse would use Skype mobile (located in Afghanistan) to call me via Skype (Skype Mobile to Skype Mobile), he will be charged roaming charges from Verizon!?!  Can anyone clarify this from experience traveling abroad while using this service.  I thought it would be counted towards the data package? Apparently, I have been told differently.  Please answer if you know how exactly this works and how I will be charged before I purchase a blackberry specifically for this Skype feature internationally. The blackberry's SKYPE will ONLY work on Verizon network.  get him a new Android with wifi and use that as a skype phone.  He would need  to get the App directly from Skype as it is different than the Verizon app.  It uses WIFI, so he would need to connect to a hot spot as the Verizon App will not work there.  He could also use a IpodTouch with wifi if he has a phone already.
