Repeated Safe Mode

My Z Flip 4 boots up into Safe Mode.

Notification says “Safe mode is on” “Tap here to turn off Safe mode”

I do that and I’m told “phone will restart and all your apps will be available again”

I tap Turn off and the phone restarts into Safe Mode again.

No new apps were downloaded and there was no unusual activity prior to this situation.

Any help for this issue would be much appreciated.
