Doesn't Ring But Does Say I Didn't Answer

Using an Orbic Journey flip ohone. Every now and then it does not ring for an incoming call. But it does give the "Shree-ah" sound that means I failed to answer and it just sent the caller to voice mail.

Same thing happened with my older Samsung flip phone all the way until I had to switch to 4G service and give up that phone..

Other times the phone works right and rings correctly.

What gives? (Any ideas?)
