If you bought the iPhone 6 when it first came out, it predates the current Verizon unlocking policy of "use for 60 days on the network". Don't know what the policy used to be. If all else fails, you could try contacting the FCC, but Verizon will still ask you to provide proof of purchase showing you are the rightful owner of the phone before a SIM lock appeal will be successful.
