IMEI Blacklisted

I have an iPhone 15 Pro Max bought in Finland. The phone was subscribed to from Verizon, which was owned by my sister, she lives in the USA. When I arrived in Finland in the spring of 2024, I informed my sister that she would inform Verizon that the subscription could be canceled because I no longer needed it. My sister notified Verizon that the plan was being discontinued, she accidentally reported that the phone had been lost. The phone is neither lost nor stolen. My sister has been to the Bounton Beach FL store three times to report the situation. He has been told that the phone has now been removed from the blacklist, but it still appears on the blacklist. I can't get the phone to work now in Finland with any connection. How to act in this matter?

Your sister is the only one who can request a blacklist removal, so you'll have to stay in touch with her to get the situation resolved. Verizon also has a device unlocking policy which states the phone has to be used on Verizon's network for at least 60 days before it will unlock. If you had your service disconnected before the 60 days was up, the phone will not unlock, which I am wondering is actually what is going on, if Verizon has said the blacklist was removed?

When did the issue start (did it ever work)? What exactly happens when try to use the phone in Finland? Are you authorized on the account?

, the OP has said their phone has no service at all in Finland and that it is still appearing on a blacklist site even though their sister had requested a blacklist removal. The sister I presume is the Account Owner and the OP used to have a line under her account, but the line has been disconnected. Apparently the phone in question was also purchased under the sister's name, but the OP has left the US and taken the phone with them.

When I came to Finland, I informed my sister that she could inform Verizon that the subscription could be terminated. The phone had an eSim installed at a Verizon store, the phone also had my Finnish Sim. Immediately after the cancellation notice to Verizon, I could no longer use the phone in Finland, it could not find the network. Finland's DNA operator announced that Verizon had blacklisted the phone. I am not a Verizon account holder because the subscription was taken out in my sister's name. She has informed Verizon about the cancellation of the subscription and that the phone has been blacklisted. Yesterday my sister talked to a Verizon technical manager and manager said that the phone appears to be clean in Verizon's system. The phone is still on the black list and I can't use it in Finland. The matter is also being investigated by the ID department at Verizon, they promised to contact my sister in the next few days.

The subscription was only active for two weeks after it was opened, so according to that 60-day rule, the phone wouldn't have even been locked.

The phone was bought in Finland in the fall of 2023 and it was bought by me, not my sister. I took the phone with me to Finland, because of course the intention was to use it here without a Verizon subscription, but it no longer connected to the local network after ending up on the blacklist.

Based upon your posts, this phone isn't blacklisted, it is simply locked. Any carrier phone will be locked to that carrier's network and depending on the company, unlocking policies vary. Verizon's policy is that a Verizon carrier phone must be used for 60 days on Verizon's network and then it will automatically unlock. Because you used the phone for only 2 weeks before leaving the US and then cancelled your Verizon line, the phone will not unlock and cannot be unlocked.

The only way to avoid this kind of problem is to buy factory unlocked phones directly from the manufacturers.

Can you check the situation there on Verizon's end? You have been called several times about the matter and you will surely find information on this matter.
