How to report no dial tone on landline

How in the world do I report a landline phone outage?? I have been trying to do this for about 3 hours!! My landline has no dial tone. This site claims there are no outages in my area even AFTER I ran the troubleshooting thing, and I requested a tech visit because the troubleshooting thing did not work. I am so frustrated!!! Outage in western VA.
