How do I contact a regional or district manager?!

Upgraded devices at an event at a Verizon trailer, never got the return labels to mail in old devices. Tried to drop them off at local store but they couldn’t take them because they were only an authorized retailer, had to go to a corporate store. Dropped them off at corporate store in Springfield, PA on October 5th. Next bill came and I’m being charged because they were never returned, nor was my account noted that I dropped them off. I have literally put in more time trying to get this fixed then I spend at work in a week! Retention told me to go to store and talk to store manager and they would fix it. Never got the store manager and got absolutely no help and different stories about why I’m being charged and phones are mysteriously nowhere to be found. Need a district or regional manager this is beyond ridiculous and I’m pretty much down to only one or two options that I really don’t want to do but will if it comes down to it.
