Video streaming contradiction

I need help understanding why using Youtube on my phone struggles to reach 720p60 on a 3 digit internet download speed, but when I use the hotspot or usb tethering to my laptop, I can use 4k60 perfectly with smaller video buffers. Mind you, I pay for the hd quality video with unlimited ultimate, so I really do not understand why it does this.

Excellent question. There are several factors that can affect the streaming quality. The most important one is that channels on Youtube TV do not stream at 4k. Most of these channels stream at 1080p. This is because it is live tv. Youtube TV does have a 4k streaming option, but it is only for select channels. ~Peter
