This just started happening yesterday. When I am on wifi calling my phone does not ring, and when I try to dial out it tells me "If you are dialing an international number, charges may apply" I am in the US

Have you been on the Xfinity Community Forum to see if anyone can help there? Have you contacted Xfinity Support, 800-934-6489?

I have Xfinity internet service and am using an Android moto z4 phone. WiFi calling works fine for me.

If that is a message generated from the Verizon network, then either the phone is not constructing the packets properly to be transmitted over the wifi/internet to the Verizon gateway to the cellular network properly OR the Verizon gateway the wifi network is routing the packets to is having an issue handling/translating the packets to the cellular network format. I wouldn't think the wifi router/network would be messing with the packet it is transmitting to have the message you're receiving generated. If your phone has had a recent update it may be affecting the wifi calling message construction or the Verizon gateway from the Xfinity network is having an issue which may be temporary.
It sounds like a network ticket from Xfinity to Verizon needs to be opened if the issue persists to trace your calls and see where the issue is, whether the packets coming into Verizon are corrupted or they are mishandling them. Good luck.
Must be something with your ISP using servers outside the US. Have you tried adding a 1 before the area code and phone number you're calling?
Im on xfinity so my ip address hasnt changed and yes I use a 1 first
The only thing I could find regarding this when I used a search engine is to update your carrier settings on the phone. The problem is being caused by a formatting error.
I have no idea where to find that I have looked all over cant find it
