any blackberry released since 2002 has the ability to be used as a modem. Verizon includes the price you already pay for data and then charges you the difference between that an a 5gb aircard price ($59.99). Example. If you have the $29.99 data plan you would be paying $30 for the tethering feature and still get a 5GB allotment. So if you're on $44.99 you would only be charged $15 and get the 5GB limit. There is a hard cap and any MB's over are $.05/mb.

all this is correct except the "hard cap" part. A hard cap means that once you reach 5GB, your service won't work. The correct way to explain this is to say there is an usage allowance of 5GB, after which the cost is .05/MB.
