I am from Pakistan.I recently purchased an iphone from a retailer in here, and i am facing the issue of carrier locked.Here we don't have verizon network else it wasn't an issue.I request the authorities to guide me through the process.

I don't know cause i am a second owner of this phone,as for me I purchased it in December in Pakistan (it was imported here), i can provide you with serial number that might assist
Sorry to tell you this, but phones which don't work because they are carrier locked is an extremely common problem with second-hand phones. There is no way to get the phone unlocked because the history of the phone cannot be verified; could have been stolen in the past and disposed of overseas.
Stolen category can be checked if reported, if its financing is an issue then the it can be checked from verizon via serial number or imei
