Mobile and Home Discount, cannot get as advertized

Trying to get Mobile and Home Discount with Unlimited Plus plan and Fios Gigabyte internet, but it cannot be done. The agents cannot do it and say you have to do it yourself in the app, but there is no place to do it in the app and the agents can't explain how to do it either.
